The others aree correct. They are not fighting, but just 'playing around.' Many aquatic turtles (slider & cooters included) will bring their front paws to the side of the head and wave/flicker them very quickly. This is usually done my males, but females do it as well. Generally, the males will swim around the female and wave his paws for several days or weeks until the female accepts him.
You're right, your turts are too young to mate, but they are just testing the water. Some will start waving their paws way before they are ready for mating. They also wave it to the same sex, three-way or more, wave to themselves and for no apparent reason.
It's all quite normal. When they chase each other from one end of the tank to the other and bite each other, that is what they do when they fight.
