What you need is a web host. This usually costs money but there are some free web hosts. The problem with these is that they place ads on your webpage. If the site is for private use, the ads aren't really a big deal but I wouldn't use one for a business.

There are some software programs that allow you to create webpages. The easiest to use (meaning the one that requires the least amount of experience to use) is MS Frontpage. Better software is Go Live and particularly Dreamweaver (which I really like). There are others. However, you can very simply create webpages with MS Word. You just need to create the page as a regular document but save it as an html file. Very easy!

Anyway, thats the basics.
