Josh, you really don't need a water dish in there.
All you need to do is fill your incubating container 3/4 with moist vermiculite and poke just one hole on the side, and the medium will stay moist throughout the eggs term, there will not be any need for a water dish with this method.
In regards to the female that's laying infertile eggs, I would definently re-breed her, I just did that with one of my females that laid an infertile clutch, you can't go wrong, 90% of the time it does the trick.
Try using moist peat moss in your egg laying containers, i used to use vermiculite and it didn't work as great as peat moss.
