Question Increase humidity level in a Hova-Bator

Hi there. I've bought 2 regular hovabators. Everything look fine but I'm not able to increase the humidity more than 60%. I filled the plastic buttom with water but not better results.

Anyone had experienced the same problem ?
Any clue ?
