Soaking might be normal behavior but could also be a sign of some problems. Sometimes snakes get relief from mites or ticks by going into the water. It could be an attempt to cool off if there are not any cooler areas in the enclosure. It could also be because it's too dry and he's trying to absorb some moisture for a shed.
Check for mites and ticks. Check the warm and cool side temps. If everything checks out then just keep doing what you're doing. Offer food every week and keep handling to a minimum. How are you offering the prey and what size? There are lots of tricks you can try but sometimes you just have to wait it out.
