I don't want to discourage you, as I always hated people talking down to me about what I COULD own cause of my age when I was younger. But you really do need to wait until you've moved out on your own and are paying all your own bills. Life is expensive, and at 16 it's hard to understand how expensive. As for what state you can live in to own one, to my understanding most states allow ownership of burmese. What it really comes down to is county ordinaces. So my advice there would be pick a state then research which county is burm friendly.
