I think it's either a Thamnophis sirtalis concinnus(oregon red spotted garter), or a Thamnophis sirtalis infernalis(san fransisco red sided garter).

Thanks Chuck! My new camera seems to really pick up his "whitewalls" a heck of a lot better than my Nikon did, so switching to a Canon really made a difference
