Is there a way you can take a video? Best case scenario he's clearing substrate out of his nostrils. Worst case scenario he will need to see a vet.

They sell these at wal mart also for about $8

If you use it for a heat producing bulb, I'd recommend getting one with a ceramic fixture (instead of the black knob it would be ceramic). They're only a few dollars more.

BB, That bulb I recommended only uses 26 watts, the fixture is rated for 60 watts.

Sure, do you pay milage?

Just a pointer, can you or hubby take a voltmeter and check that the circuit breaker is in fact not bad?

Wires don't just cease flowing power, so the most likely culprit is a bad breaker. $12 at home depot.
