Yup, this is especially common among snake charmer shows in Asia. They'll either remove the fangs, surgically remove the venom glands etc, or sew the mouths shut. Sewing the mouths shut has to be the worst since they can't eat and it's only a matter of time before they starve to death.
If people were removing the teeth of a dog or sewing the dogs' mouths shut, everyone would be all over it to make it stop. Unfortunately the majority of people don't feel the same way about scaley critters as they do about the furry ones.
