hi!! I'd try the live small prey items like pinkies, or you can keep trying frozen thawed. Three weeks is not too bad, especially since you said it was shedding and moving around. If you see it get skinny, that's when you should worry.
My tiny male kenyan took about 2 months to take a meal. He's recently started refusing again.
It's hard to tell with kenyans, who are small, at least for me...i war constantly with my overprotective mothering side, and the simple fact that they will eat when they are ready to...which i never want to accept *lol*

I've managed to outstubborn all of my snakes with the exception of one (a dumeril's boa baby who had not eaten since 8/6/2011) and just recently FINALLY took a live fuzzy. He's the only one i've fed live to. It still took him hours to go over and decide to kill it...then sit on it for a while, then eat it *rolls eyes*
Yeah, he was sold to me as a "great eater" as well *lol*
