that would be siamese twins joined at the head. i have seen it before, but not on a bearded dragon. your hatchling will almost definately die, but when it does, i highly recommend that u preserve it in some way because these things come along very rarely, and if u dont want to keep it, u can sell it for big bucks. and dont worry, this is not a genetic condition, your other hatchlings are fine and it is not your fault that this happened. basically, the embryo was going to split into identical twins, but did not split all the way, hence conjoined twins.
