With out a doubt...ASSUMING they are native tadpoles. Most amphibians have some sort of toxicity to their skin, but garters are fairly well adapted to ones found in their natural environment and their range. For instance, I would be cautious introducing a west coast salamander to an east coast garter snake, it might not be used to the particular compounds in the west coast species. I'd definitely would never offer amphibians from another country/continent.

Absolutely, for some species they are a preferred food source. I've often fed green treefrog tads to mine.
