Snake Rack confusion

Hello, I have recently purchased a 5 bin rack that needed the heat tape replaced.
My confusion is that the spot for the tape is recessed with a removable track.
Pics 2 & 3 show the track , 1 side sits flush and the other recessed with a groove for the tape.
My question is does the tape sit on top with the groove facing upwards ( pic 5 ) or does the tape go in the groove with the insert on top ( Pic 4)?
I would appreciate any input.

If your using tubs I would put it groove up with the tape in direct contact with your tubs. Most effective way to transfer heat and it eliminates the risk of fire from overheating, as heat tape needs airflow.

Thanks, that's what I figured but I can't understand the point of the removable pieces.
There is no need for the removable piece when you could just put the heat tape directly in the recessed notch.
