47.5 No person shall propagate or offer to propagate exotic wildlife, or possess it for the purpose of propagation, except under the authority of a licence and in accordance with the regulations."

But their just talking about a license system from the sounds of it. We have that here and it works fine, a bit restrictive at times but none the less stops the impulse buys of reptiles as "dissposable" animals.

It will also help legit breeders stay above water. Once it is a crime to produce high end morphs and dump 6-10 years of a breeders time down the drain by pillaging the market because a few Possible hets proved out in a none breeders hands.
