Smile Max temp for UTH for Columbian bci?

Hello, Iím new to the snake keeping community and Iím excited to be a part of it. I recently acquired a 10 week old columbian bci from a local breeder and have managed to keep right temps in the tank by using an under tank heater , a small ceramic heat bulb, and another zoo med dual bulb fixture. The uth is connected to a thermostat that is set for 98 degrees so it never goes over that but occasionally goes down to 96 when I check. The ceramic bulb puts a basking spot on the warm side of the tank to about 85 degrees and then the zoo med fixture is fitted with 40 watt bulbs that keep the cool side between 78-82 degrees. My main question , is the heat pad turned up too high because there is a humid hide over it that the snake stays in during most of the daylight hours . I live in buffalo ny so we have below freezing temps constantly this time of year and the breeder said that was about the temp I wanted on the ďhotspotĒ for the tank. Im open to any and all suggestions and opinions , thank you for your time
