Qualifications may not be necessary there. Some states don't require permits. Also if he's bit he needs to go to a hospital asap and not try to treat himself. Hospitals will only use their own...

He's most likely not cage aggressive, he's probably cage defensive, there is a difference. Defensive snakes can be worked with, aggressive ones are much more difficult. When he comes out does he calm...

I've seen CBB Frilled Dragons at both NARBC Tinley and Arlington, I don't know from whom. I have never seen CBB AWDs in the US, but that doesn't mean they're here.

Increase feeding frequency or add more cover to help the snake feel more secure in it's enclosure. My GC's face looks horrid if I don't feed every 4 days. Drives me crazy.

SDs can be a bit of a handful when they're younger, but the CBB ones typically calm down as they age and grow. Mine are the gentlest, most inquisitive snakes I own.

That's looks like a defensive posture to me. They do open mouth gape and hiss.
