very big black throat monitor

At a local Pet shop they have a easy 4 foot monitor and it is in a in what i think is a very small cage for it. the cage is prob 2x6x5 feet high i cant see any real heat producer and almost the entire bottom of the tank is taken up with fake stumps and the lizard cant even lay on the floor of the cage let alone the fact that the viewing wall is the window to outside. It has bean in the upper 20's here so i can only imagine how cold the cage is. but on the good side he or she looks well fed. in the picture it is clinging to a fake rock that is on about a 45 degree angle.

Can you call someone? I know of a few people who have filed complaints against pet stores and they've been fined. Or maybe just talk to the manager about it?

UPDATE after calling and having friends call to complain about the enclosure this hansome boy was in (Yes i did say was in) it was reported the monitor has died from being to cold. It is sad but i bet he will not put another $1000 lizard in there.
