Hognose Legality Question

I am planning to breed hognose snakes, however I live in Tennessee where we have a large indigenous species collection, including Eastern Hognoses. If you breed any of the native species you must have a permit, but I want to breed Western Hognoses. I have looked at my states laws over and over but I can't find anything about western hogs needing a permit to breed. Would anyone have any insight on that? Thanks!

Western Hognose aren't native to Tennessee, so they wouldn't be addressed as a native. Does Tennessee have a prohibited invasive or "exotics" list? I would look there next, but hognose probably aren't going to be on that list either.
