It depends on how you made a heat pad. Heat pad is turned on by thermostat. Solid relay is normally off. If thermostat is broken heat pad has no power. And even if relay was normally on and thermostat is broken a heat pad get power constantly, heat pad get warmed to 40 оС.
That's easy and totally safe. Besides my heat pad has power not 220V or 110V but 18V only.

I had heat pad bu will sell it bc off made another myself.
