Where does it state Noah's Lost Ark doesn't have experience dealing with lions and other large cats? Perhaps they are just full up to capacity.

If he's as young as they say he is, he might benefit from a foster mother if there's a possibility of that being available, a lioness with cubs currently.
In most zoos and the like, wildcats such as lions are taken from their mother as babies and handraised by people until the age of 6 months. Sometimes by the zoo, sometimes by foster families. This way it creates a safer atmosphere for everyone, as the animals are acclimated to people.
